There are several variations depending on what kind of slave they want to create.

If they want a disposable assassin then they can be quite brutal using drugs to speed up the programming, and not worrying about having any other personas stabilized. Create the assassin, send on a mission, then trigger his suicide programming.

Also I think there are some military people who volunteer to be tortured and programmed because they want a role in special forces undercover.

The leader needs to help every member of the hive feel positive and valued.

Over time you can negotiate better terms, like allowing them some participation when you have sex with a partner. If a persona wants to have a teddy bear in bed or a night light, then do it.

You need to FIND these friction points, not FIGHT them, and over time you can work out better solutions.
