They really are trapped in their communities from Drugs and crimes … During the 80 s in Brooklyn we had drive by shootings every night …. Drug gangs wind up killing innocent bystanders ..Public would not come out after dark to even get Milk at the store ….. When I was on a footpost at night Public would say bless you officer knowing they wre not going be hurt …. The Fear is real …. I can only imagine Chicago …in NYC there were 2300 homicides in the late 80 s that dwarfs Chicago …. High burnout rate in those precincts …. It can be done
