Not a one of you have ever lived in Florida because of your inaccuracies. Many older structures are not built to today’s standards. Homes in SFL are still build with wood framing. The size and attachment method of the base plate to the slab, coupled with how the roof trusses are attached via straps are what makes newer wood framing safe. While they may revise the wind load maps, wood construction will prevail and be fine. Very few homes are built of all concrete construction anywhere in Florida. While they are more safe than wood frame, they are typically cost prohibitive. Wood frame construction is safe when done properly. Look up Simpson Ties.
