Structuralfag can confirm, but improper consideration of load path and installation of the ties is a big problem even today. Can't speak for Florida in particular, but many houses in my area are built with piles or high CMU bottoms with breakout panels and wood frame tops.

More labor-intensive because of form-work, plus you get weather restrictions on building in the winter for most places in the US, and contractors want to be in and out quick. India almost needs the concrete for dealing with the heat, I guess. And steel's too expensive.
