I'm sure a lot of thought has gone into when would be the right time for this and other things.
Nothing is done willy-nilly.

I'm hoping the news gets off its ass and starts unlocking big time soon.
I use two tools to make my memes: MS Paint and PowerPoint. I'll start with an image I want to play around with. Usually it involves placing another image over it, such as a face.
I use MS Paint to trace around the image I want to place into my main image (a face in this instance). I use green and I do it manually–coloring everything but the face. Then I copy/paste this green bkg face image to PP. There's a cool background remove feature so it removes the green background (the reason you pick a solid color like green is so the software can easily remove the background).
Now I have my face (just like a transparent png image) and I place where I want it to be. I now add any text I want.
When I'm done, I copy/paste the PP image back to MS Paint, crop if necessary, and save as a jpg. You can also save as image from PP too.
There may be easier ways to do it, but that's how I've done memes such as these:

I'll have to think about it. The Grim Reaper-eyeing-Ruth took me about an hour to do. And I have to be more mentally sharp. Like in mornings/afternoons.
Like I said, I do it my way, as a way that works, but not necessarily efficient. Other real hardcore memers could leave me in their dust.

Boy, that was the case when I was a kid (I'm 65). When I look back on those days now–late 50s/60s–I have to ask myself, did that all really happen, or was it just a dream?
As long as we have the House and the Senate on the morning of November 7, that's what really matters.
I never could figure GIMP out.
Have to resort to too many YTs for help of some kid who can't talk or some guy from India who speaks on an entirely different plane. These have resulted in me screaming obscenities at times.
I even tried Photoshop but I get impatient with the learning curve.
Bottom line: I'm an old dog and I don't have the patience anymore for learning new tricks. (I used a slide rule in school to do math and physics.)
Or the Stockholm syndrome.
