#1 - By accident. In order for a team of shills to achieve a spread of 100% falsehoods they would need to know the truth in the first place. Even if we were to pretend that the overlings know the pure 100% unadulterated truth, they certainly wouldn't trust their underlings with that knowledge! Even just the thought of them trusting gives me much amusement.
#2 - Over The Target / Truth In Reverse. What can I say? They light the way! Of course, if one is to adhere to this philosophy in a strict manner, it opens up the possibility to be manipulated via reverse psy-ops. Which can also backfire for them because there is only a certain subset of targets that the reverse operation will work on, while they shoot themselves in the foot among the much larger normie subset. Game Theory, etc etc. Hence discernment.
