I am an electrical engineer, dipshit. Monopole refers to magnetic fields. Which they are always in pairs, in reality. Dielectric is an insulating property. Dielectrics are used in capacitors to create an electric barrier that allows charge to build up.

The dielectric oil is used to insulate the material for the process. Transformers (oil filled ones) have a dielectric oil that surround the windings to insulate them and help remove heat.
