However, Russia didn't really need to do a lot of digging in the USA for tech. They tricked the globalists back in 1991.
Step 1. They had a quick meeting of 3 presidents and declared the Soviet Union over, before anyone could put their two cents worth in.
Step 2. The agreement DISBANDED the Communist Party of the Soviet Union so the globalist organ of control just evaporated.
Step 3. They gave all residential property to whoever was living in it at the time. No mortgages. You own your house or apartment free and clear. Now your only monthly expenses are utilities/services and food. This was a very important strategic move.
Step 4. They sold off the industry to foreign backed members of the Young Communists who supposedly orchestrated the end of the Soviet Union, although in reality they were TRUMPED by the 3 presidents of Belarus, Ukraine and Russia.
The Industrialization was a rip off orchestrated by a group of Harvard American crooks. This is called a gambit in chess because the Russians let it happen.
Of course the Westerners tried to shut down the defence factories, either by not paying workers, or by firing everybody.
At this point, the military and KGB stepped in. They organized the workers to keep the factories going. Since the workers did not need wages because they owned their homes free and clear, it was workable. Some money came to help people in dire straits but most families got by with one spouse working outside the defence sector to feed the family. ANd the municpalities were encouraged to not pressure people to pay utilities for years.
The end result is the westerners though the defence establisment and military was virtually shut down. But in reality it had gone stealth and was working on newer more modern weapons systems. Things like electronic warfare systems that were more advanced than anything in the world. The work was done in secret companies, with cover names, and the money came from outside the normal government budget. And because Russia was in a depressed state, everything they needed was 10 times cheaper than in the USA.
Most of the world didn't have a clue until they entered Syria and showed off all their new aircraft, tanks and other land vehicles, missiles, etc.
Remember that this time the DHS is working to prevent election machine fraud, ballot stuffing, and use of illegal voters. They are removing dead people from the voter lists, and any illegal immigrants are being removed. Also DHS now knows how they bus people around to vote at multiple polls, or have people registered in two states, being bussed across state lines.
