Ok, this bill has specific language relating to "human traffickers." It is true it gives greater authority to the government in combatting human traffickers, but "human trafficking" is much more well defined and limited in interpretation than the word "terrorist" or "terror."
In short if you do not participate in profiteering of human trafficking I don't see how this bill can harm you.
