For example, these same people have been working for a long time on eliminating capital punishment (while growing the prison population as much as possible for $$$). Cancer limits longevity of the population. These fuckers have been working on extending the life of the vilest criminals while enforcing random death on the rest of the population by withholding cures.

Alternatively, these things can be simply "discovered" by scientists and come out the normal way. Bad guys get what's coming to them (but that part of the justification is withheld), then the cures and technologies are released to us via researchers as they typically are. Must happen quickly though, as delay is effectively committing the same crime as the cabal.
