Please reread the 2018 Amendments to Manual for Courts Martial (link below). Print it out and really read it. Nothing in here creates new law or negates constitutional right to trial in civilian courts and rights of habeas corpus. It is one step but there are many more needed before these changes are even relevant.

Specifically: 1) House Legislation defining civilian enemy combatants in the US, and suspending habeas corpus for those individuals, and requiring or allowing military trials. 2.) Senate ratification. 3.) Presidential signature. AND 4.) Supreme Courts to uphold the law as constitutional.

POTUS Can not strip constitutional rights from US citizens with a pen. It has to go through all 4 step process to be legal and constitutional. And that means we have to retain the House this midterm.
