Go to the EO 13818 (the first one) and actually read it. It does not lay out the groundwork for arrests of ANY US citizens. Not currently. The EO is very specific as to who this applies to. No links back to CF yet. Promising piece of the puzzle but it does not support tribunals for US citizens which are unconstitutional and illegal as of right now.

Look up and read Ex parte Milligan. Read the Rumsfeld v. whoever laws (2004 - 2006). Look up and read Johnson v. Eisentrager. All of these deal with who can and cannot be tried in military courts, and define who is an Enemy Combatant. Go and READ these for yourself. They do not in any way support this unconstitutional fantasy of rounding up citizens in the US and depriving them of due process.
