I'm skeptical that this would work. We already KNOW, because Q told us, that RR is already under grand jury investigation. I don't think Trump would hold that back if RR agrees to do as he is told.

Memes are more effective if they cleverly remind people of things they already know than if they have to prove something new. The "War without Victory" / "Victory without War" one from last bread is so powerful because of this.

Most normies are not already aware of the treason that we are. So their mind will fight against any such claim.

Stegano testers would have a hard time with that image. It's only 19KB and contains text (sharp edges) overlayed on a photograph. This will create JPEG blocking artifacts that will trigger a false positive with Stegfind or similar.

The best images of stegano are those pics we see posted here that have been through some sort of surrealist Photoshop filter. They are large (lots of payload space), noisy (able to use that payload space without being conspicuous), and unnatural (very unlike the images that were used to train neural-network based detectors).
