Oh I see what you are saying. I think the answer is Grand Juries that hand over their findings/verdicts to military tribunals when the time comes.
Trump is definitely not being a reactionary president though. Him and his people are able to see or "see" what the cabal is about to do based in intel and prior experience and game theory strategy. At some point we will make the jump between civilian court and military court and that is the end we are working towards.
