Yes but they would have to become LEGAL residents of those states before they could vote. They just can't be hanging out to vote. If this were true Dems would have been flying Puerto Ricans in to vote every POTUS elections.
If they were legal residents in Puerto Rico, paper documents are not necessary to confirm this.
