You just explained how the scam works. The Chinese also had oompah loompahs in these defense companies to make sure the steel passes inspection. Their goal was to weaken the military, not to jack up the price of cheap steel.

 

And at the same time, old American cars, and used tools and scrap steel, that was made with high quality allows, was being shipped to China where they diverted it into steel production for he Chinese military. Ever notice how those second hand stores that used to have tons of old tools, have all disappeared? Someone scoured the country and bought up all the stock.
