The camera kept trying to focus when it was darker and the city lights would flicker when attempting to refocus, but the green ring did not. This tells me the camera has a shorter focal point on the ring as the image never seemed to adjust the shape or size of the ring. I think it's some weird green light around the camera lens looking through a window and capturing the light in the reflection.

Why someone would have a green ring light on a night camera is beyond me though.
