Reminds me of escheat law that most states have. If a company runs a promotion and sends a consumer a $2 or $5 rebate check and that check is not cashed the company has to pay the state the money by the end of the year “in case” that consumer decides they want to access their money in the out years. Check it out. California is sitting on billions of dollars of escheat money and California gets to keep the interest on the money. Only time until states raid the escheat money if they have not done so yet.
