Buoy information on wind-speeds does not measure winds up in the atmosphere. The radar pictures she shows are rain radar: It's normal that rain bands (in the beginning/process of Hurricane formation) don't trace the hurricane's (or cloud's) shape.
If she'd have shown cloud images from satellites, The circular shape is clearly visible (pic is from earlier then she shows, when Michael was even further south)
