Perhaps they know they have the votes

Overwhelming votes

Perhaps they are holding back so POTUS and R's get a clean win

So that in the future MSM can't say "well he only got the votes because of his October surpise(s)"

I have considered that possibility, but there is more at stake here than the US Senate and House of Representatives. My state will likely vote in a "Democratic Socialist" as governor if the Dems are not publicly shamed and repudiated, and that will put us right up there with CA in terms of life-destroying liberal lunacy. I really don't want to have to move, so yes, my motivations for wanting the declass or some other knock-out blow are selfish in that regard.

I'm simply pointing out that there are important state level elections too, and that what happens at that level hugely affects citizens' daily lives. If there are no major revelations before the elections I am going to be living in California v.2.0, and that is not a desirable outcome.
