the verb execute is appropriate in the context of executing a plan (although conveys a military flavor),
BUT the sentence as written and punctuated is grammatically ambiguous.
He gets away with delivering the expected meaning to the majority reading it, and the unexpected meaning to those who have reason to fear.
Now that we know our POTUS' penchant for purposeful ambiguity and multiple meanings, we can read both meanings into it. He's delivering a stern warning to the Deep State, maybe expected to flip a few more to squeal on their fellows.
