I've thought a bit about this issue. I think one possibility is that the cabal CoC may rely heavily on focus groups / think tanks for their intelligence and strategy. It could be that Q & pals (MIL) have thoroughly compromised their strategy / polling / intelligence apparatus and is feeding them bad information.
For example, Elizabeth ("MeIdiot") Warren may have been told by the DNC to do the this test stunt because several [well payed] think tanks said that's the best thing for her to do.
Make sense? These people don't think for themselves. They rely on incredibly well payed cabal people in think tanks to do that for them. What if those think tanks are Q guys feeding them bad commands? This would be tantamount to remote control, but in a way that almost none of those involved at the levels we can see would even be aware of.
