Before that thought came (Mattis by passing CoC, or someone under his command bypassing CoC), was of the mind that POTUS was creating distance from Mattis (ricin threat) for his own protection. Now, not so sure. Or it could be both.
Just for clarity's sake, not saying that Mattis had any direct Knowledge of the missile firing, yet, as Sec. of Defense, he's responsible in that it happened on his watch. If a higher ranking officer slugged him, i wouldn't be surprised. Just a theory.
