Private communications within the executive branch were considered to be privileged communications, and were respected by courts etc., due to the fact that in order to make decisions lots of ideas have to be explored, yada, yada, yada.

In short, lots of "crazy" ideas get thrown around and for the public to learn of them, without the context, etc., could prove embarrassing for all concerned or even present legal troubles.

Now, the fuckers want to be able to intrude on the inner workings, etc., to find dirt they would not have otherwise had access to.
