I do think it's supposed to be standard, baker, but lots of us forget to do it sometimes (like myself). And like all things, it's still baker's discretion. Since this custom came about bc of below, it really only affects current baker whether to use it.

Since we started using it regularly, it's definitely easier to explain we can't change/remove a prev. note bc prev. baker. And fewer anons will ask as well, as many now know what "baker change" means.
