It's all about the Judiciary!
You can arrest people until the cows come home, but if the judges let them off or throw out the case, it would be a failure. Cleaning out all the corrupt judges is what is taking so long but needs to be done before the hammer drops.
I believe they are pretty close now. Patience. Smarter minds than us are in full control.
