It depends on your route to YT. If there are caching proxies between you and YT, then it could appear that YT is still up based on what you’re requesting from YT and if those resources exist in the cache of the proxy. Some proxy implementations don’t do a conditional test to see if the content has been updated since the last time it was cached, others do.
