There are lots of damaging things to report.

 

If the report was damaging to Trump it would be released now, he's not up for re-election right now, and it's widely known the RNC worked against him, at this point.

 

If the report is damaging to [them] it ''cannot'' be released before the elections, legally. (Hatch Act)

 

Now, if this is the case as to the reason that the report is released post election, this gives the Dems a chance to win congress, and prevent that report from ever seeing the light of day.
