Strictly gold based, no silver, might work. Even that might fluctuate when new deposits of gold, or when spaced based mining kicks in though. Fiat can work, but only if corruption was somehow not possible.
They wouldn't hold as much for long if they minted gold coins. Unless banks start giving a decent interest rate, I would go solely gold in hand.
