The quality of Tesla's batteries isn't great now, and making Lithium batteries in China is likely to drag the quality down further.
Think exploding iPhones, Samsung, Toyota Prius and other Lithium battery issues and I can't see this ending well. Gradual shorts occur between the polymer layers and eventually the shorts are enough to start a self-sustaining chemical reaction.
Tesla needs different battery technology to move away from potential fire risks with the current batteries with Lithium chemistry.
