The budget is set by congress anon…. aka THE SWAMP. They set a budget. POTUS signs it, but realize what they've done the last two omnibuses. They refuse to submit individual funding approval packets, they shove ALL of the funding for everything they want into 1 giant bill at the last hour of the last day. So it's either sign it or wait weeks to months without any budget.
Congress did this twice this year. Which is why we need to drain the swamp.
