Federal Prosecutors Open Investigation Into Clergy Sexual Abuse in Pennsylvania
"According to the AP, at least seven of the eight dioceses in the state acknowledged they had received subpoenas and said they would cooperate with the investigation.
The investigation followed an August report by a state grand jury that found the church had covered up decades of abuse, identifying more than 1,000 possible victims of 300 priests in six of the state’s dioceses.
According to the AP, federal prosecutors in Philadelphia made the decision to open the investigation, not senior officials in Washington.
Only two of the priests were able to be charged under Pennsylvania law, as some had died and many others fell out of the statute of limitations. The grand jury report had recommended the state legislature extend the statute of limitations for the sexual abuse of children and open a window for victims to sue their abusers, but the Senate did not pass the bill that would have put those recommendations into action. Advocates demand Child Victims Act after Pennsylvania church report
"Democrats control the state Assembly, which has already passed the bill. But the Republican-controlled state Senate has not yet brought it up for a vote. A key aspect of lawmakers' hesitation there is the so-called lookback provision — a one-year window in which all victims who previously could not take legal action would be allowed to do so.
The Catholic Church — and in particular New York Archbishop Cardinal Timothy Dolan — has been speaking out against this provision. It would likely lead to a flurry of lawsuits against the church.
State Senate Majority Leader John Flanagan, a Republican, says lawmakers are fine tuning the bill behind the scenes. He says there are a number of options on the table that could raise the age from 23 to 28, 35, 40 or even 50.
But when it comes to Siering, he says it about more than politics and lobbying. It's about getting a chance at justice.
"I wanted that guy to go to jail, and I couldn't do anything about it," he says."

WHAT’S WRONG WITH THE CHILD VICTIMS ACT
"Under current New York State law, victims of child sexual abuse must press charges against the institution where the offense took place by age 21; they have until 23 to file charges against the attacker. The Child Victims Act would allow victims to sue until they turn 50, and would allow criminal charges to be filed until they turn 28. This is a positive step that most applaud.
However, the provision in the Child Victims Act that allows a one-year window to bring suit—for offenses extending back decades—is simply wrongheaded. It not only would make it extremely difficult to render a just decision, it would place in jeopardy the rights of the accused.
To be sure, everyone wants justice for victims, but it can never come at the expense of justice for the accused. Moreover, while this bill is being driven by those who want to sue the Catholic Church, the real problem with sexual abuse today is in the public school."
