Paddock was a spook who was selling guns to Saudi assassins under order of Al Waleed bin Talal to kill Prince Mohammad bin Salman, who was to be staying in the top floors in the Four Seasons. It was likely a sting set up by the Feds to nail the assassins, who were under the guise of typical terrorists to hide their true motives. The Feds didn't realize that they were just going to take the guns, go upstairs, and kill the prince along with his heavy security detail.
What Paddock didn't realize was that other members of the assassin team had begun barricading all exits except their route to the upper floors, to prevent authorities from interfering when the assault began. Another Intel agency likely got wind of the plan and began the attempt of rounding up some of the dozens of assassins (you need lots of guys to take out a highly guarded VIP).
The biggest flaw in the assassins' plan was not knowing that their target had dressed as a civilian and went to the Tropicana to play cards (many princes do this to enjoy nightlife).
The FBI, who now knew of the attack, swarmed around the Prince for a VIP extraction. They encounter some of the assassins on the way to the airport, which results in brief firefights that witnesses reported. Remember, the assassins aren't heavily armed yet because the arms deal hasn't been completed. The agents eventually get the prince to the airport and is flown away. The bodies seen in Laura Loomer's videos are of dead assassins/collateral damage from firefights.
The assassins in the arms deal get a call that the prince isn't upstairs, and was just evacuated. They begin full-on panicking. If they get caught, they AND their employer will be killed. So they come up with a plan: kill Paddock and begin unloading on the crowd below to make it look like a terrorist attack, not an assassination. Eventually one of them had the idea to break out the other window to shoot at the fuel tanks for an explosion at the airport to draw the police away for an easier escape (unsuccessful).
Enter Campos, now banging on the door. They unload at the door, about 200 shots. Campos calls security. The assassins begin realizing how fucked they are, and kill themselves. SWAT finally gets to the room and finds 3 bodies: Paddock, and 2 assassins. The FBI immediately takes over because they were already there. They begin to panic because they know the implications. They remove the 2 assassins' bodies and make Paddock a fall guy. Why would they do that? If the truth got out that a failed Saudi assassination attempt caused all the deaths, people would demand war. Also, the FBI would be heavily accountable for this.
Fast forward: Al Waleed bin Talal is arrested by King Salman on vague corruption charges. 2 princes killed in 24 hour window.
