The app on their end is likely set to detect fraudulent use.

Key to remember that in the case of Twitter shutting down and other means of communication are eliminated, the text database could be POTUS' means of communication to us.
Other outlets may be unreliable – in my household, when the emergency text was sent out several weeks ago, one person received it, but the other didn't.
