This is how you minimize the number of dead people able to cast ballots. Note that the state attempts to contact them, so it's not just a "well, you didn't vote for a while, so 'fuck you' deal." It is an attempt to maintain the integrity of the ballots that ARE cast. If it were voter suppression, it would be focused on just one group or other. The WORST you can say about this is that it MIGHT be focused on people who don't give a fuck to begin with – or they would vote once in a while.
