You don't get a monitor (hidden by the boot) if you're not arrested first. You can get arrested, processed, and released in the same room with the right people and paperwork present.
My bet is, they arrested her, just like McCain and she's in the system…and knows she's going to be taking a nap. She's a sociopath and has been acting her whole life, why wouldn't she be acting now?
If they lose the mid-terms (no take over to block the administration) or can't derail the national agenda…major war, fin collapse, etc… they are quite literally dead men walking. With monitors.

Nothing to prevent US citizens, including former officials from being prosecuted for crimes committed in or against countries OTHER than the US..
If crimes were committed in or against SA and they wanted to prosecute them there…it's a simple thing to hand them over. And wish them well. ;o)
