There is approx a 100% chance this is what happened.
Doesn't cost hundreds in gas to cremate a tiny body, but it might cost a combined hundred or more in gas plus man hours plus whatever else they were supposed to be doing like giving the ashes to a cemetery,
Much easier to just hand a bag of sand to a cemetery once in a while.
Babies would always have to be cremated first thing of the day while cremator is not too hot, which could slow down the rest of the days work, sort of a hassle.
