Research Cube Sats. Originally designed by HAM operators decades ago. Other countries quickly saw the cost advantage and with more micronized components, more could be fitted into them. See AMSAT for lists of HAM sats and information.

That’s entirely possible, since the Cube Sats were originally designed as radio relay Sats. Very inexpensive to build and launch fees are highly reduced, due to size and weight. Some launch missions have sent 20 or more Cube Sats at a time in Low Earth Orbit (LEO). All a ground station needs to hop from one sat to another is an inexpensive sat tracking program that will auto switch the frequencies as they pass over in their 11 to 13 minutes window. It is conceivable, that private corporations or even individuals could have these Sats and with computer encoding, could provide for a world wide communications system.
