I had my back permanently fucked up and my Army career ruined by an incompetent civilian Resident that screwed up 9 Spinal Taps.
It caused a degenerative cascade in my discs. I've been in constant pain for 19 years now.
And a directed external energy source to increase vibration rate/intensity could just accelerate that to almost instantaneous.
Think of the old adage/cliche, "It's better to rule in Hell than to serve in Heaven."
People that crave power, and have exceptional intelligence, don't want to work their way up an existing power structure - so they splinter that structure and form their own.
This is why you see multiple Cabal groups. They aren't necessarily all working together per se.
