I am a power Gimp user on Linux and just added another filter package to my installation. I'm on Gimp 2.8 (backlevel) and the filter package is called G'MIC-qt. The directions to install it were pretty hairy but thank God it works. There's a lot of tinkering to get the images to look right – you have to figure out where to slice the palette when posterizing the colors.
Gimp has another filter package that also makes this kind of poster and I can't even figure out what it's called or how to find it in the menus. (Too many filters installed!) After installing it I assigned a keyboard shortcut using a search for a filter with the word 'hope' and it assigned that one without telling me what package it was in or the filter's true name!
If you're not using Gimp, I probably can't help you much.
Gimp is high powered open source, with probably as much functionality as Photoshop but free. Unfortunately it is difficult to learn. There are versions available for all operating systems. It's worth learning, if you have the time and have graphics karma.
Here are 2 more Beto O'Rourke (#2 + #3) per anon's request. Tried to find the right photos of him. The guy has had his teeth straightened and whitened but he has a LONG nose. He comes off looking sort of like a loveable puppy dog even though he's the enemy. It was hard to make him look sinister. If you don't like the memes don't use them. Included Beto #1 for comparison.
