I believe they are. Border Patrol requested wall that could be seen through, not a solid one.
There is also high, regular spaced solar flood lighting, and some areas will have ground movement detection.
Different needs in different areas.
Center photo you posted has the old equipment that was there prior (in the foreground on the right). It is low, and prevents vehicles from going though, which was what was used prior.
They removed that, but will also use it in front of the wall or behind to give extra oomph.
My understanding it was a limited 45 day visa into Mexico.
They have to stay in a government shelter and apply to stay in Mexico.
If they leave the shelter or don't get approved, they have to be returned to their country.
Someone reported this earlier, so I can't confirm.
