I'm taking that to read certain warrants/order where you dont know who or what you will be targetting next can be granted and are legit, so you can target anyone and anything so long there is a credible link and you then let us know up to 10 days later. So Q/NSA/ourguys are busy listening in and getting everything, but they can do that secretly i.e. unreported to the courts for 10 days. Deep state still have people in play that as soon as it was released to court even confidential courts whatever they would find out. Was the 10 days of darkness not meant for us?, was meant for them. Using the extended 60 would tip them off immediatly?
