let's say a guy was confirmed by the senate to be the secretary of energy. he could have a DOE "Q" clearance and yet not have an FBI cross-clearance.

All this clearance stuff, that congresspeople are basically given clearances by virtue of being elected, seems like a gaping hole in the system.
