Actually I disagree about meaning relevant to wall. If the US has good relations with Mexico and Mexico allows the US to have troops in Mexico to keep the caravan or whatever out, problem solved. There are holes in the wall, border crossings. And thousands of people flooding the border crossings is what we have. The wall wouldn't stop that. The wall would be useful for people sneaking across the border, not just going as part of a political stunt.
