the obvious answer:
the chicoms didn't know that the steel they used was crap and that the bridge actually is unsafe and is a typcially socialist nation 'mock up' infrastructure product. If the bridge were at capacity perhaps it would be a danger and parts of it would collapse like the one in MIllan did a few months back?
I think we could claim that is the case and shame the Chicoms, so hungup on their superiority, into opening up the bridge for all of the proletariate.
But they don't care about that. They aren't communists or socialists, really, and they do not believe in equality, and don't even larp at it like the American Democrat party tries to, and fails at.
Short answer: bridge may be unsafe for full capacity and they know it.
