Privacy Expert Resigns From Alphabet-Backed Smart City Project Over Surveillance Concerns

A privacy expert tasked with helping a new smart city development protect the data privacy of residents has resigned over concerns that her guidelines would be largely ignored.

“I imagined us creating a Smart City of Privacy, as opposed to a Smart City of Surveillance,” Ann Cavoukian, the former privacy commissioner of Ontario, wrote in her resignation letter from Google sister company Sidewalk Labs, reports Global News.

A year ago, Waterfront Toronto enlisted Alphabet-backed Sidewalk Labs to create a plan for a smart city neighborhood in the city’s Quayside development. As a consultant for the endeavor, Cavoukian developed a plan called Privacy by Design that was meant to ensure that citizens’ personal data would be protected.

But the project has faced skepticism and criticism from the start. In an op-ed published earlier this month, former BlackBerry CEO Jim Balsillie referred to the development as “a colonizing experiment in surveillance capitalism attempting to bulldoze important urban, civic and political issues.”

Cavoukian told the Global News that her resignation was intended as a “strong statement” on the project’s approach to data privacy. “I felt I had no choice because I had been told by Sidewalk Labs that all of the data collected will be de-identified at source,” she told Global News. But then, at a Thursday meeting, Cavoukian reportedly realized such anonymization protocols could not be guaranteed. She told the Candian news outlet that Sidewalk Labs revealed at that meeting that their organization could commit to her guidelines, but other involved groups would not be required to abide by them.

Cavoukian realized third parties could possibly have access to identifiable data gathered through the project. “When I heard that, I said, ‘I’m sorry. I can’t support this. I have to resign because you committed to embedding privacy by design into every aspect of your operation,’” she told Global News.

In a statement shared with Gizmodo and other outlets, Sidewalk Labs explained that at the meeting with Waterfront Toronto’s Digital Strategy Advisory, “it became clear that Sidewalk Labs would play a more limited role in near-term discussions about a data governance framework at Quayside.” Sidewalk Labs stated it has committed to Cavoukian’s suggested guidelines.

“Though that question is settled, the question of whether other companies involved in the Quayside project would be required to do so is unlikely to be worked out soon, and may be out of Sidewalk Labs’ hands,” the Sidewalk Labs statement read. “For these reasons and others, Dr. Cavoukian has decided that it does not make sense to continue working as a paid consultant for Sidewalk Labs.”

Waterfront Toronto released a statement claiming it “has great respect for Dr. Cavoukian and Privacy by Design,” and said it “recognizes and respects the obligation to adhere to Canadian privacy laws, which go beyond Privacy by Design.”

Cavoukian told Global News that she is pressing Waterfront Toronto to anonymize data.

Earlier this month, TechGirls Canada founder Saadia Muzaffar stepped down from her role as a member of the Waterfront Toronto Digital Strategy Advisory Panel because she believed Waterfront Toronto has evaded questions about privacy and shown “apathy and a lack of leadership regarding shaky public trust.”

2,100 mostly unarmed Guard troops on border as Trump vows to send more to stop migrant caravan

The National Guard has about 2,100 troops working along the U.S.-Mexico border as a caravan of thousands of migrants approach from Central America in a direct challenge to President Donald Trump’s immigration policies.

On Monday, Trump lashed out at the caravan, calling it an “assault on our country” and vowing to send as many additional troops as necessary to the border to stop them, according to USA Today.

The now estimated 7,000 migrants have reached southern Mexico. They are traveling mostly by foot on a route that originated with about 200 initial migrants seeking to escape gang violence in Honduras.

In April, Defense Secretary Jim Mattis authorized that as many as 4,000 troops could be sent to the border pending approval of participating state governors. The memo allowed for the cost of the deployment to be reimbursed through federal funds, but also limited the National Guard’s role, prohibiting guard forces from interacting with any of the migrants or taking on a law enforcement role.

DoD has not received a request from the White House for additional forces beyond the 4,000, a defense official said.

Almost all of the 2,100 Guard forces already dispatched to the border were sent by four states: Texas, California, New Mexico and Arizona; with Texas supplying about 1,000 of the total Guard presence.

The 1,000 Texas Army National Guardsmen dispatched are not armed, said spokesman Maj. Joshua G. Amstutz. The forces are not in law enforcement roles, they are back-filling key roles such as running motor pools, so most Customs and Border Protection Agents can be working the border.

Those support roles include “aerial detection, maintaining and repairing vehicles, and providing logistical support so that the Border Patrol is able to get badges back on the border to enforce the law,” Amstutz said.

Deputy Attorney General Rod J. Rosenstein Delivers Remarks at the Fondation Lafontaine-Cormier Annual Meeting

Montreal,Canada ~ Monday, October 22, 2018

Thank you, Senator Joyal for that generous introduction. I am grateful for the invitation to join you today.

Five years ago, I traveled to Quebec with my daughters. In Quebec City, we climbed the fortress walls, wandered through the Old City, relived history on the Plains of Abraham, toured the Citadel, and walked across Montmorency Falls.

We took a whale-watching cruise in the St. Lawrence River and spent a night at a First Nations Reservation.

In Montreal, we toured the Olympic Park, visited the Museum of Archeology, strolled through the Old City streets, enjoyed delicious crepes, and went on an amphi-bus tour. I remember passing this very building en route to Place Jacques Cartier.

On our final day, we stopped at a sugar shack and attended the magnificent Balloon Festival at Saint-Jean-sur-Richelieu.

One day that I spent touring Quebec is among the most memorable moments of my life. It was mostly about the opportunity to spend so much time alone with my children just before they reached adolescence. The fact that their smartphones did not get service here certainly helped. But it was in no small part a result of your province’s delightful warmth and charm. As Quebecois say, “Je me souviens.” I remember.

This is a distinguished audience, and I am honored by your presence. I particularly want to thank Chief Justice Hesler, Chief Justice Crampton, Chief Justice Bell, Chief Justice Richard, former Prime Minister Johnson, former Minister of Justice Cauchon, and United States Consul General Thomas.

I am also grateful to Justice Hilton for providing a superb tour of this beautiful building, now home to the Quebec Court of Appeal.

Montreal and Quebec hold special historical interest for me because my parents raised me in Montgomery County, Pennsylvania, and my wife and I raised our children in Montgomery County, Maryland.
