Deputy Attorney General Rod J. Rosenstein Delivers Remarks at the Fondation Lafontaine-Cormier Annual Meeting

Montreal,Canada ~ Monday, October 22, 2018

Thank you, Senator Joyal for that generous introduction. I am grateful for the invitation to join you today.

Five years ago, I traveled to Quebec with my daughters. In Quebec City, we climbed the fortress walls, wandered through the Old City, relived history on the Plains of Abraham, toured the Citadel, and walked across Montmorency Falls.

We took a whale-watching cruise in the St. Lawrence River and spent a night at a First Nations Reservation.

In Montreal, we toured the Olympic Park, visited the Museum of Archeology, strolled through the Old City streets, enjoyed delicious crepes, and went on an amphi-bus tour. I remember passing this very building en route to Place Jacques Cartier.

On our final day, we stopped at a sugar shack and attended the magnificent Balloon Festival at Saint-Jean-sur-Richelieu.

One day that I spent touring Quebec is among the most memorable moments of my life. It was mostly about the opportunity to spend so much time alone with my children just before they reached adolescence. The fact that their smartphones did not get service here certainly helped. But it was in no small part a result of your province’s delightful warmth and charm. As Quebecois say, “Je me souviens.” I remember.

This is a distinguished audience, and I am honored by your presence. I particularly want to thank Chief Justice Hesler, Chief Justice Crampton, Chief Justice Bell, Chief Justice Richard, former Prime Minister Johnson, former Minister of Justice Cauchon, and United States Consul General Thomas.

I am also grateful to Justice Hilton for providing a superb tour of this beautiful building, now home to the Quebec Court of Appeal.

Montreal and Quebec hold special historical interest for me because my parents raised me in Montgomery County, Pennsylvania, and my wife and I raised our children in Montgomery County, Maryland.

Judge rejects Bill Cosby's bid for a new trial

Bill Cosby's trial judge has rejected his bid for a new trial or sentencing hearing after "an exhausting review" of post-trial motions, prompting Camille Cosby to again accuse the judge of bias against her husband.

The judge's ruling Tuesday led Cosby's lawyers to file their appeal with the state Superior Court, the next step in trying to reverse his felony sex assault conviction.

Cosby is serving a three- to 10-year state prison term after a jury this year found he drugged and molested a woman in 2004.

The defense wants the 81-year-old released on bail while he appeals over alleged trial errors.

Camille Cosby in a statement again insists Montgomery County Judge Steven O'Neill should have stepped down because his wife has advocated for sex assault victims.

O'Neill has said that has no bearing on his work.

ICE Removes Murder Suspect Wanted In Brazil

PHILADELPHIA — U.S. Immigration and Customs Enforcement’s (ICE) Enforcement and Removal Operations (ERO) removed a fugitive citizen of Brazil Tuesday, wanted by Brazilian authorities for murder and attempted murder.

Varley Ramos Costa, 53, a Brazilian citizen, entered the United States on an unknown date and place without inspection or parole by an immigration officer.

On May 25, 2017, ERO Philadelphia arrested Costa outside his residence in Philadelphia, charging him as being removable from the United States, after ERO received and confirmed an active warrant of arrest from the Brazilian authorities for his apprehension.

“ICE will continue to seek out dangerous criminals who pose a threat to our communities,” said Simona L. Flores, field office director of ERO Philadelphia. “Mr. Costa’s removal reflects ERO’s commitment to public safety in the United States and also abroad.”

On Sept. 21, 2017, an immigration judge ordered Costa be removed, a decision that subsequently upheld upon appeal. On Feb. 28, 2018, Costa filed a petition for review and a motion for a stay of removal with the Third Circuit Court of Appeals, resulting in a temporary stay. On Aug. 2, 2018, the Third Circuit Court of Appeals denied the motion for a stay of removal and vacated the temporary stay, paving the way for his repatriation to Brazil.

Mr. Costa was removed from the United States and turned over to Brazilian law enforcement authorities without incident.

Since October 1, 2009, ERO has removed more than 1,700 foreign fugitives from the United States who were sought in their native countries for serious crimes, including kidnapping, rape and murder. In fiscal year 2017, ICE conducted 226,119 removals nationwide. Eighty-three percent of individuals removed from the interior of the United States had previously been convicted of a criminal offense.
