have insight. worked for econ advisor to reagan (post 2008) did my research before hand. reagan encouraged by my former boss and others like baker to increase defense spending at the same time they were signaling cuts to govt 4 supply side stimulus. Volcker comes in and says guys the increased mil spending more than offsets any cuts to govt elsewhere. keep this up and I'm raising interest rates. Volcker did forewarn them if.. then… in turn that set off increased debt servicing for soveriegn borrowers. in 81 mexico was first of many to announce they couldnt keep up debt pymts. they piblicly declared default on debt obligations kicking off "lost decade"… narrative goes that lost decade was remedied by emergence of Washington Consensus and (ready for it) the Baker (same guy) plan.
