Note that your flag stamp photo is for a stamp dated 2017. So did the sender buy the stamps a year ago?

Look at the source of the pics. I am guessing that the USPS no longer sells these stamps. They were the 2017 version. So, the sender either bought them from a non-usps seller such as ebay, or they were bought at least 10 months ago from the USPS.
