This was my theory as well.

The Corona project was supposed to have ended long ago however its likely that the Wizards and Warlocks still refer to the hundreds of Satellites used as 'Corona'.

Keyhole Satellites (KH) operated by NRO (Owls) and CIA. They work together with Military, NSA, FVEY, etc. At the Aerospace Data Facility (ADF) launched by ULA and SpaceX.

Two of these Mission Ground Station sites - Aerospace Data Facility - Colorado at Buckley Air Force, Colorado and Aerospace Data Facility - East at Fort Belvoir, Virginia - were reasonably well known prior to the NRO 2009 declassification action. But the declassified NRO documents only revealed that the third MGS, designated Aerospace Data Facility - Southwest, was located somewhere on the grounds of the White Sands Test Range in New Mexico.

Also 2 more in Menowith RAF UK and Pine Gap in ALICE Springs Australia.
